Brief description
Community Care Access Points (CCAP) are information centres, jointly funded by long-term care insurances and the German federal states. CCAP advise and support people in need of help and care as well as their family members and friends concerning all questions of (long term) care - regard-less of their insurance status or their usage of benefits.

A systematic evaluation is necessary to evaluate the need and the utilisation of CCAP and to allow for appropriate implementation and further development as well as to gain new ideas for further or-ganisation of this important care sector. The results of this study will provide a basis for decision-making regarding demand-oriented location, number, and structure of CCAP.

The project is divided into three parts: evaluation of the service providers' perspective, the users' side and a special evaluation of the CCAP for children and adolescent persons. Here, a mixture of different methods will be applied:

• Document analyses (analyses of documentation of CCAP)
• Qualitative expert interviews with employees of CCAP
• Discussion groups with members of all involved parties (CCAP members of staff, district, health insurances, BSG as well as (potential) users)
• Postal survey with the (potential) users of CCAP

In the summary evaluation, regarding the need of CCAP, results on the following aspects are ex-pected:

• Comparison between users' expectations and general conditions (i. e. access, timeframe etc.) as recorded in the CCAP's documentation
• Comparison between users' expectations regarding service provision and the provided ser-vices (i. e. focus on topics of the advisory service) as recorded in the CCAP's documentation
• Comparison between services expected by users and services actually provided as reported by users(i.e. advisory topics)
• Comparison between services reported by users and recorded by the CCAP's documentation (i.e. focus on topics of the advisory service)
• Comparison between case-related informational, advisory and case-management work and care management
• Comparison between existing resources and actual as well as expected demand
• Adequate number, equipment and location of CCAP
• Expected need for additional resources for advice in the CCAP for children and young peo-ple, in conjunction with the Advisory Centre
